Residential Energy Code (Client: Leif Olson, Long Range Planner, City of Fayetteville)

The City of Fayetteville periodically updates our residential building energy code to make single family dwellings more energy efficient. The City currently utilizes the 2009 International Energy Conservation Code (IECC) building standards for all new single family construction. The IECC code is updated every three years with subsequent codes working off of the energy efficiencies mandated in the previous code. The City is interested in an analysis that compares the costs associated with updating to the 2012 and 2015 IECC for a standard-sized home with the energy savings that will be realized over time. This analysis may be utilized by staff and elected officials when considering a code update in the future. An analysis should attempt to answer the following questions:

- What are other cities in the state of Arkansas utilizing for their residential energy code? What are peer cities of a similar size nationwide utilizing for their residential energy code?
- What is the added cost incurred by the builder/developer for increased energy efficiency requirements in the 2012 and 2015 IECC compared with the existing 2009 code?
- What are the individual construction elements standards that are changed between versions of the IECC, and what are the costs associated with these changes for a standard sized home?
- What changes, if any, have been made to the various compliance paths?
- What are the energy savings that will be realized by the homeowner, amortized over time, to offset the construction costs of the additional energy efficiency construction methods suggested by the updated resident energy code?
